Video Proves Baltimore County Cop Lied in Arrest of Parent in School Board Meeting 198

Another Youtube video catches another cop in a lie after the arrest of a parent in a Baltimore school board meeting.

The cop, an off-duty Baltimore County police officer working security, confronted parent Robert Small, who had stood up and interrupted the superintendent over the introduction of a new school curriculum.

The incident begins just after the 1:25 mark when the cop approaches him and orders him to leave, pulling out his badge from underneath his shirt that was dangling around his neck.

Small continues speaking against the board, which was when the cop grabbed him by the arm and began leading him away.

Small continues speaking out, prompting the cop to push him, then shove him hard, prompting gasps from the audience.

Small continues speaking out, which was when the cop pulled out his handcuffs and arrested him.

The lie: The cop charged him with second-degree assault on a police officer, claiming Small had shoved him when he first confronted him.

Now Small is facing ten years in prison.

If it weren’t for the video, there would be a good chance he would be convicted because cops are granted godlike status in this country, even though they continually prove to be anything but godlike.

According to the Baltimore Sun:

When Small started speaking, (Superintendent Dallas) Dance told him that he believed his question would be answered, but Small continued to talk. After a couple of minutes, a security guard confronted Small, saying, “Let’s go. Let’s go.”

Small, 46, asked him if he was an officer and the security guard, an off-duty Baltimore County police officer, showed him a badge. The officer grabbed Small’s arm and pulled him toward the aisle. The audience gasped and some people sitting nearby got out of their seats.

As he was being taken out, Small said, “Don’t stand for this. You are sitting here like cattle.” Then he said, “Is this America?”

The officer pushed Small and then escorted him into the hall, handcuffed him and had him sit on the curb in front of the school. He was taken to the Towson precinct and detained. Small was charged with second-degree assault of a police officer, which carries a fine of $2,500 and up to 10 years in prison, and disturbing a school operation, which carries a fine of $2,500 and up to six months.

The police report said that Dance’s chief of staff, Michele Prumo, who was standing on the side of the auditorium, had asked the officer to walk over and calm Small down. The report also said Small had attempted to push the officer away when he first confronted him.

        Drain their coffers to teach them a lesson. We all know that, unless you bankrupt them, they’ll do it again.

        Also, as part of the lawsuit, demand that the officer be charged with felony perjury for fabricating the reason for arrest.

        I have to wonder if “qualified immunity” applies to this case, or if the Union will stretch the protection over him, despite his off-duty status. If QI stretches that far, then it needs to be severely curtailed.

        If he doesn’t get QI, then he needs to be sued, and if the DA refuses to charge him, then the DA needs to be recalled, or thrown out in the next election. Far, far too many cops are treating the badge as their symbol of their /personal/ authority, rather than the symbol of their authority in the capacity of a public servant.

        I have to wonder how “calm him down” came to be interpreted as “throw him out”. Is there another lie in play here, or is it just a power-mad cop being more aggressive than necessary?

      I will never allow my child to have to endure sitting in a classroom with Ignorant/Misbehaving/Disrespectful/Violent Black Children.

      I will do whatever I can to make sure no Black ever holds so much as a crossing guard sign where my child attends school.

      Their Kids can’t pass the tests or stay out of trouble so they are going to lower discipline and test scores so their dumb kids can be equal to my smart kids which was no accident.

      This video pretty much hit me at the core and if it does not have a profound effect on you then it’s time to get off the pills or booze.

    I love how he flashed the badge as if it gave him complete autonomy to do whatever the hell he wanted and claim whatever the hell he wanted after the fact.

    At a minimum, two crimes were committed here. Filing a false report and unlawful restraint. In most occupations that would be grounds for immediate expulsion. We’ll be lucky if this guy gets more than a 2 week paid vacation and a reprimand. Law-breaking has become endemic within the very institution designed to protect against it.

    Pretty clear the report doesn’t match the video. Also it seems that this is hardly a “school operation”. I expect to see these charges chucked and a lawsuit filed. Not saying this man was right, but I am saying that as soon as the cop decided to LIE it no longer mattered.

    Its getting to the point that if we don’t pass laws that HAMMER cops for CLEAR lies and take away ANY discretion from prosecutors that we’re going to have to take it to the next level on our own.

      Perhaps one thing that could be done is to circulate evidence of any cop lying in his official capacity to all the defense attorneys in that area. If defenders, both public and private, started submitting as evidence the past lies of police officers, they could systematically undermine their credibility, and make getting convictions based on officer testimony more difficult, both specifically and generally. Reducing the conviction rate would /force/ the police and DA to do something about cops who lie, since their performance is generally rated by the convictions they get.
      If not that, then hit the press for every trial, and make the officer’s past lies a news story. Even if that doesn’t trickle into the trial, it still might put some pressure on the system.

        If I were a police chief or city manager, I would terminate any cops who lie. I also believe America would have been far better off impeaching presidents who lie under oath.

          You couldn’t do it, if there would be a union involved. The only thing that will reliably get a cop fired is behavior that makes the rest of the force look bad, such as exposing corruption among fellow cops.
          If a cop breaks the law, and is convicted of a felony, SOMETIMES they get fired. So no, Gramps, you wouldn’t fire them. You couldn’t.
          My suggestion might or might not actually work, but it has the benefit of novelty. It might work, but the whole “sue them/fire them” meme is decidedly non-functional.

    Nasty tendencies on all sides. The guy was disruptive and out of order and I never want to see the kind of crap that happened during the crazy TeaParty attacks on elected officials during town hall meetings in ’10 & ’11. That makes public meetings impossible.

    But even so, there’s no excuse for cops lying about arrests and use of force.

          From what I’ve read from interviews and reports of cops getting fired, it seems cops don’t have much of a choice but to be corrupt these days. It appears they are given very high quotas that exceed how many arrests a cop can typically get in a day by “playing by the rules”. If a cop doesn’t meet the quota, they are sent to places like dangerous street corners and/or punished in other ways. It’s a system that turns good cops bad or removes them from it. Again, this is just from what I’ve heard from many inside sources that went public, as I’m not a cop I wouldn’t know for sure.

            This was a school board meeting that was pro-Common Core. The parents were allowed to ask questions by writing them on cards and submitting them. The Board was skewing the questions so that they answered them the way they wanted.

            This parent wanted HIS question answered and got up to ask it. The “security” guy came up and got in his face. The rest is shown in the video. This should scare the crap out of all of us. Common Core is being funded and developed by Bill Gates, the Waltons, Jeb Bush, NOT educators! When parents and educators push back against this developmentally inappropriate and illegal (it’s basically a national curriculum which is against the law), this is what happens. In my eyes, this man is a BadAss hero. He’s standing up for all our kids and our teachers.

            All that being said, EVERY school board meeting, town hall meeting, county commissioner meeting, etc should be open to the public and questions. These clowns are elected by us. We have the right to question they job they are doing and their decisions. The fact that this is not happening is something else that should scare us all!!

            Right, so falsely accusing a member of the public with a crime, a crime that could land the citizen years in jail, could even cost him or her their life, is ok because cops can’t do the right thing?

            I agree with what someone else had already suggested. Give the lying cop the sentence the member of the public faced because of the lies of the cop.

        Thanks Glenn but my issue is only with Mr. Small’s behavior and his poor results. Not that he wasn’t properly pissed or that the meeting had a planned outcome. My point is that just standing up and rambling away like he did didn’t help him or opponents of Common Core- He just made himself and opponents look bad and ineffective.
        Pay attention friends. Organize. Talk to school board members about concerns. Maybe run opponents against them. But don’t be surprised if you get bum rushed out of a public meeting for disrupting things. He may have been ok if he’d made his point and sat down again… other may have joined him. But free speech doesn’t mean standing there and rambling away. Remember the Tea Party and it’s choreographed protests a couple years ago? They screamed and hollered and insulted. Not even crooked public officials get paid enough for that.

If he has an important message to say then others can yield their own time to give him more but continuing to speak after the venue holders asked him repeatedly to yield the floor is not the appropriate way to go about speaking in these venues.

            I’m not a resident of Baltimore so why would I know intricate details of what’s going on in a particular school board meeting there? I speak as an individual who follows police accountability which is what this website is about.

            The board had every right as the venue holders to eject Small from the meeting. If the cop had just ejected Small I would find no problem with this article at all, in fact it would be a non issue. The issue here is that there was a falsification of the report to trump up the charge.

It doesn’t matter what curriculum the administration is attempting to push through the school system, that has NOTHING to do with behavior at a meeting. As a moonlighting, off-duty officer, he had absolutely no right to do what he did, look up on the FBI website “color of law” AND the school board had to provide an alternate means of communication if they barred discussion, as they altered and censored the written wuestions, they violated the law per the Supreme Court, so what were you saying? oh, right, unbiased, nope, uou are on the side of law breakers!

            Unbiased does not mean you do not take a side. Just that you look at both sides without any motivation or agenda to see which has more merit.

            The school board allowed Mr. Small to speak and he would not stop after he made his point. Free speech does not mean you are allowed to talk over others in a venue open to other participants who also wish to speak.

            You obviously have an agenda otherwise a newcomer to this forum should not feel this passionately about this particular article. I’m a regular on this website and I just want reasonable assessment of police misconduct, not knee jerk reactions that label an organization as acting unconstitutionally when they were not. Claiming I have one is ridiculous, I could care less what happens in that school district.

            First, I found this site BECAUSE of this story. I am certain this website wasn’t created for your exclusive use and purposes.
            Second, the “I was here first, so I am smarter than you or have more rights to talk than you” is dumb. No one likes people like this on any message board. If you wanted a “reasonable assesment”, you would have actually looked up the facts, instead, you decided it was just too tedious to Google “Robert Small” Baltimore.
            Third, you want to talk about agendas? You could be a government plant in here the way you bleed sympathy for law breaking government servants! How can anyone here be reasonably assured you aren’t a plant from the NSA? Normal people are OUTRAGED over this, you on the other hand, not so much. This in and of itself says it is you who has an agenda!
            Fourth, he was not given permission to speak, he spoke up because they tried to silence the people. Again, had you been “unbiased” you would have looked into it before opening your mouth.
            Lastly, the school board violated laws concerning public meetings and their duties for facilitating communication at said meetings as defined by the Supreme Court, the off-duty, moonlighting officer broke the law, see previous reference to FBI website “color of law”.
            So now that I have spelled it out for you that the only people breaking the law that day were the board and the off-duty cop. Now you have your reasonable assessment, clearly not a “knee-jerk” reaction on my part.
            Now, if you have anything else to add, by all means, please do, but keep in mind, the board and the officer broke laws, the father didn’t. Whether you thought he should have shut up or not, it was his First Amendment CONSTITUTIONAL RIGHT, and if you have a problem with upholding our Constitution, by all means, move to China! or Cuba, your choice!
            So from a “newcomer” to a “regular”, learn the law, your opinion doesnt count. Saying you couldn’t care less about that school district makes me sad for you. They do it to one American, they do it to us all!
            If these government tyrants are in the right, riddle me this, why are there Anonymous people numbering in the thousands or more donning Guy Fawkes masks announcing “Expect Us”, why did 1 million + bikers converge on D.C. and the government put previously recorded footage on a loop for the traffic cams to coverup the movement, on some traffic cams they were to stupid or lazy to find footage that didnt have SNOW on the ground!, now 1 million + truckers are headed there, Restore the Fourth is headed there, and thus is just off the top of my head!
            If these were trustworthy people, why are Americans gathering together by the hundreds, thousands, hundreds of thiusands, and even millions against them?
            Because they are traitors! Keep rolling over for them, loyalty does not beget loyalty.

            Seems to me the board allowed him to talk for a full minute and tried to stop him after that. Once it was apparent that he would not yield the floor, they brought in the security guard. That’s an acceptable response to someone who tries to filibuster in these sorts of moderated meetings.

      That meeting was no public meeting.. it was a sham. The man stood up for his rights. You cannot have a public meeting, when the public isn’t allowed to speak. They used sockpuppets to ask pre-written softball questions. This man is a hero for standing up for all of our rights. As for the officer, he should receive the jail time this man would have received, had the bogus charges continued. It’s time to hold officers (PUBLIC SERVANTS) accountable for their actions. It’s time we had a 4th branch of government… a Citizen’s branch. It’s time we did away with internal affairs and replaced it with a Citizen Review Board. The police cannot police themselves… heck, they can’t even police the public without lying.

        These meetings are shams.
        Just as with the Soviet-style community “redevelopment” under UN Agenda 21 regarding true ownership of your land and home while herding people into sustainable development city centers, the common core program is a Soviet-ization of the public school system to fit the Agenda 21 model.
        The purposeful implosion of the economy with joblessness and unemployment is another motivator to enact this model.
        Health care is now following a similar model.
        Nothing is happening in America by accident.
        Freedoms are disintegrating rapidly.
        Individual and state’s rights are under attack.

        At these public meetings, they make it look as if your pre-submitted and your spontaneous-live questions will be thoroughly answered but you get brochure-style presentations and superficial explanations. They have been trained to do this. Get someone in there who has investigated the topic a bit deeper beginning to ask serious questions and you will be dismissed in some fashion.
        The presenters are trained to sell this to you but make it look like it is being suggested to you and that you are given a choice to have it or not….meanwhile the choice has already been made and it is going to be crammed down your throat whether you like it or not.
        They even plant people in the audience to act like parents to further their goals.

        I could not really make out most of the audio and it seemed like this guy was not making a coherent and cogent presentation. Perhaps he was truly passionate and emotional about citizens getting fucked in the ass by government and the educational system and was distracted in his tact, or he was a plant to make resistors look like complete kooks. Can’t put anything out of the realm of possibility these days.

        I saw no pushing of the officer of any kind on the video.
        Falsely charging someone with a crime costing thousands in fines and up to ten years in prison should be a crime that returns the same severity of punishment.

        As for your problem with my comment- I understand enough about Common Core curriculum to know I don’t like it. I also don’t like forced privatization and profiteering of our schools, jails and healthcare. But I also know standing up in a public hearing and filibustering away as did Mr. Small. He never got around to asking his question.- I feel for the guy, but he was naive. Disrupting public meetings doesn’t work. Especially in 2013.

      It’s not unusual for bad cops to commit crimes and then charge their victims with the crime the cop committed. It prevents the victim from easily filing a believable complaint against the officer, as well as interfering with filing a lawsuit.

        Oh please. Do you really believe what you’re saying? The gun grabbers clearly want only official government thugs to have access to firearms. Some of them, in unguarded moments, have stated that explicitly, but most of the time they’re a little more circumspect in their language.

    WOW, cops lie? That’s a surprise. I had a State Trooper pull me over for a U-Turn once. I didn’t pull over right away, as doing so would’ve blocked traffic, SO I went another 400 meters to a parking lot and pulled over. SHE came at my car with a gun out of the holster. REASON? Cause I didn’t pull over right away she thought MIGHT be attempting to elude.
    AFTER voicing my opinion of how stupid she was, she attempted to justify it as “WE’RE COPS, we go to combat every day.”
    I pointed out my USMC RETIRED sticker on my back window and that her thought of being in combat was BULL S#IT. I asked for her badge number and name to report her pulling her weapon. AS my UNCLE was retired STATE POLICE and only pulled his gun 8 times in 30 years. HER wanting to pull her gun is a BAD SIGN. AND that her statements showed that if she did shoot an innocent person, that she would’ve used the “I felt threatened” Defense.

      I always pull off the road in a safe place when I am stopped, which is admittedly very rarely. I would not be amused if a histrionic liar pulled a gun on me in the manner you describe.
      Sometimes police departments go a bit nuts, and ordinary citizens are hard-pressed to know why.
      Cops went nuts in my town for about 6 months, pulling people over incessantly and making a huge melodrama out of the most minor of offenses. We also had a ridiculous number of time-consuming sobriety checkpoints, for no reason I could tell. We’re a very law-abiding town. It’s doubtful they caught even one drunk driver. It ceased about a year ago, thank God. I know I wasn’t the only person who considered the bahavior creepy.

        Police departments have become less about “serving the public” and more about being “WARRIOR cops”. EVEN small towns like mine have “SWAT”teams, Armored vehicles. ALL with the attitude they are ‘fighting’ a war. More than once I’ve met cops who think this. BEING a military reservist, we have a few cops. I outranked 90% of them, but even those one thought they ‘outranked’ me. ONE even threatening to “I’m gonna pull you over if you come thru my town.” FUNNY, I didn’t realized he owned the town. I told him I would give him date/time/location/vehicle type/license plate when I do go thru. THEN if he does, be prepare for me to file a complaint. AND then be prepared for the next reserve drill for me making him do 1000s of push ups. AGAIN, he stated he has that attitude cause ‘he goes to combat every day.” I stated he should find another job if he thinks that. He has since stopped working at that department.
        ONE thing I have learned about Police, it is a business. THEY do have to give tickets, make money, have ‘asset forfeiture’
        THEY also make money from FEDERAL GRANTS and ASSISTANCE. IOW, the MRAPS, M-4s, night vision, drones, etc. To get that, they have to prove they need and are using them.
        ALL this together make cops dangerous to the public. AND I’d rather provide my own safety. OTHER countries have minimal police. THEY institute punishment effectively. BUT they get to keep their rights.
        WE have lost all that. WE are in a dictatorship.
