Atlantic City Cops Caught on Video Viciously Attacking, Siccing Dog on Non-Resisting Man 274

Another disgusting show of police abuse was caught on surveillance camera, showing five Atlantic City police officers beating, punching and kneeing a man repeatedly before a sixth officer drives up and sics a dog on the man.

The 20-year-old man, David Connor Castellani, was charged with aggravated assault. The video shows he did no such thing. The altercation begins just after the 3:00 mark.

Atlantic Police Chief Ernest Jubiliee told NBC10 that he viewed the tape of the incident that took place and “saw no reason to suspend or remove officers from their regular duties.”

He also sees no reason to release Castellani’s arrest report after NBC10 reporter Harry Hairston filed a public records request.

It turns out, the cop who sicced the dog on Castellani, Sterling Wheaten, has been sued three times in the last three years for abusing citizens and has been investigated by internal affairs more than a dozen times in two years for excessive force.

And apparently one of those citizens left this comment on the NBC10 article.

But the Atlantic City Police Department boasts on its website that it “has one of the finest K-9 training programs in the country. We have trained law enforcement agencies along the entire Eastern United States and the U.S. Virgin Islands.”

According to the Press of Atlantic City:

The encounter lasted less than three minutes — with police and the K-9 seen backing away shortly after 3:12 a.m. — but the elder Castellani, who is a lawyer, said it left his son with permanent injuries, including nerve damage and muscle paralysis where the K-9 grabbed onto his son’s neck.

“They’re just here standing around looking at him, like he’s a piece of meat,” said his mother, Terri, as the officers on the tape slowly back away from her son, much of his body blocked by the K-9 vehicle.

Medics arrived about eight minutes later. An officer who arrived after the arrest prevented Castellani from bringing his handcuffed hands up to feel his injuries.

Terri Castellani said her son still wore those handcuffs when, hours later, she visited him in the hospital after authorities allowed the 20-year-old to call home. His back and head “looked like Hamburger Helper,” she said, with more than 200 stitches needed to close his wounds.

“It was the most horrific sight I’d ever seen,” she said. “I never expected to walk into what I did.”

Castellani is now suing and the incident is supposedly under investigation by internal affairs and the Atlantic County Prosecutor, which we can imagine, will go nowhere.

The incident took place in June after Castellani was kicked out of a casino for being underage. The video shows he was exchanging words with cops from down the street when they came charging at him and attacked like a pack of rabid dogs.

And police wonder why citizens would not call 911 to report an officer getting beat up.

Their very own Rules of Engagement are fine with an attack in the middle of the night. And if their families get injured or killed, well, their very own rules say “If they weren’t associating with criminals, they would not have been harmed.” Every one of these fine “Law Enforcement” officers, and every one of their Brothers in Blue, swore an oath to the Constitution before they pinned on that badge.     This is disgusting. The man was helpless on the ground, and that cop literally tries to murder him with his attack dog. Hopefully he gets a big settlement. And hopefully that officer is charged.

    The best thing people can do is start sharing these links, and sharing this website. Too many people think police officers are beyond reproach. Stumbling upon this website was one of the best things that ever happened to me.

      The victim’s father is a lawyer so at least that cuts down significantly on the legal fees.

      The officers in some way may be justified by their physical assault if this kid’s verbal tirade had included any taunting or threatening words of harm towards the officers.
      He did seem to be going off on them for some time, but without audio one will never know.

      But in subduing the suspect five cops were not enough to get him cuffed and it would seem no tazers were brought on duty that evening before they had to resort to a physical mangling by the police dog?

        Didn’t your mother ever teach you that “sticks and stones may break my bones, but words will never hurt me?” More importantly, if he was directly threatening them, then yes legally they could have arrested him. However, they ran up without trying to arrest. He stood in one spot while that first officer ran a fist right into the dudes head. They did not attempt to detain for even a moment; they dove right into violence. No excuse.

          I will clarify my point…

          If the kid was saying things like “I will kill you punk ass cops if you fuck with me” and said other shit that made him look mentally unstable coupled with actual physical threats of violence or harm, then they would not have and perhaps should not have attempted a more subdued arrest.

          But a tazer should have been used before mauling by police dog. That was over the top.

        There are no words that he could have yelled that would have justified what those five thugs did to him. How many tapes do we have to see of LEOs assaulting people, beating the tar out of them while shouting, “Stop resisting!”? When did we give up our right to be secure in our persons, to protect ourselves? Are we always, by law, required to meekly accept whatever physical violence some LEO or gang of LEOs decides to mete out regardless of the legality of their actions with our only recourse being legal action later? That doesn’t sound like the system set up in this country.

            There was a failure in the victim selection process on the part of the cops. This victim has the means to fight back at least in the courtroom. The father/lawyer or the legal attack hound that he hires will lead each cop through each punch, nightstick blow, kick and kneeing over and over. They will contradict themselves and each other. Let;s see how the cops react to being mauled to shreds on the witness stand. Be nice to get the Chief on the stand to explain how his guys were acting professionally and “protecting and serving” in this incident. He might need some figurative stitches too after being verbally raked over the coals.

          Carlos, I would argue the opposite…I would bet that the arrest report has plenty of stuff in it to justify the beating. I bet it states that he attacked the officers and that he then violently resisted arrest. I’m betting that the reason why the police department isn’t releasing the report is because the video proves everything in the report to be a lie.

        Even the mere possibility that he verbally threatened the officers is irrelevant. There is no element of the law that says “he threatened the cops, so he is eligible for a beating.”

        The law says he is eligible for representation and a trial. The instant you see him face down with this arms beneath him while the police are kicking and beating him, you know they are doing it wrong.

          Actually, in some states verbally threatening anyone’s life, lethal force can be used to stop the threat, if you believe it to be necessary. That said, I doubt that was the case here, the kid pushed the wrong button and the gang of thugs retaliated with an a$$-kicking.

All I’m saying is in some states if someone verbally threatens a persons life, legally lethal force can be used to stop that threat if it is believed the threat will be carried out. Has it happened and the person using lethal force was exonerated, I don’t know, most people wouldn’t kill another person for just a verbal threat even if it’s legal. But I have no doubt cops use it probably quite often.

            Tough to imagine that a trained LEO, armed with a gun and with a gang of similarly armed buddies next to him can feel threatened by an unarmed man with no backup. And, yes, given his attire they could easily determine that he was not carrying a gun. Simply put, he insulted them and they did not like this. Perhaps he called one of them out and, like a gang of goons, they all attacked with fists, feet and hand-held weapons. It is not surprising that the public’s perception of LEOs has nosedived.

        The expansion of the police state happened under Clinton when he enjoyed the democrat majority in Congress. They passed the AWB, and included funding to increase the police by about 17% and started militarizing them.

        That was around the same time of the Ruby Ridge fiasco and Waco. Both of which have democrat fingerprints all over them.

        BTW, I’m not interested in people who are selective about who’s military service they criticize. I didn’t like McCain, but the voters rejected him for someone who has NO respect for the military, and few have as much military service as McCain. Cheney had no more deferments than the current clown of a VP we have, who eventually exempted himself by claiming he had asthma as a teenager…I never heard of “teenage asthma,” and I actually did have asthma as a CHILD…and I simply refused to tell anyone about it when I enlisted and my hitch in the military went off without a single problem.

      Police are not judges. They are not juries. They are not the courts and they are certainly not state-licensed executioners. Their job is to arrest criminals, not punish people.

      It simply doesn’t matter how much provocation someone gives them. If they cross that line they are criminals too.

          Someone who is already arrested can still make arrests — it’s not unusual for a police officer to arrest someone who has already made a citizen’s arrest upon the officer, or for two citizens to arrest eachother.

          Fleeing from, resisting or escaping from an arrest is just as much a crime for police in many places as it is for anyone else. Remember: You’re not arrested from the moment the handcuffs go on, you’re arrested from the moment you are informed that you are under arrest.

            On the other hand, a police officer who uses a dangerous weapon such as a TASER to violate someone’s rights (punishing someone for exercising rights is a violation) has committed a crime good for ten years in prison, and so have all of his cop buddies who helped him do it.

            I don’t see a guy who had it coming in that video, because he didn’t. I see a guy who committed an offense punishable by a ticket at worst and maybe not even that, who was then attacked and beaten nearly to death by a street gang — all of whom committed enough crimes to spend the next 20-40 years in prison in the process, and all caught on camera.

            But they’re cops so people like you will make excuses for them until they get no punishment at all. Is it any wonder cops feel like they can break any law they like whenever they want, with so many people willing to look the other way for criminals?

    It’s so out of control. A lot of countries have out of control cops too. Every once in a while you hear of large groups of them being executed. We hear of the ones that involve drug cartels or extremest groups. China has had a few of them where the farmers have had enough and use farming tools against machine guns and still killed all of them. Funny things happen when death is preferred over tyranny.     I teach use of force for a law enforcement agency and the initial contact was excessive in that all law enforcement agencies teach “minimum” amount of force. These officers had pepper spray and tasers at their disposal. There is no doubt that they simply intended to show the kid how big they were. In addition as you watch the video you can see that the man is resisting so although the initial contact was excessive the man is resisting and they are authorized to use force to gain control. However the video also shows that they have the man’s hands back and even have a cuff on one hand and had the other hand behind the back about to apply the cuff when they utilized the K-9 this was truly an excessive amount of force and was done for nothing more than to show their dominance and for payback. In addition, the video shows the one officer still kicking the suspect after he is obviously restrained and other officers have withdrawn from the contact. Clearly an excessive use of force and in my agency all officers would be immediately suspended and fired after all the proper paperwork was completed.

      Cops tend to pounce on people, punching and kicking them while putting all their body weight on them, then complain when they are not complying when it’s physically impossible to comply.

        I agree, until more family members or citizens get that through their heads and start taking out this trash it will continue.     I’m guessing anytime a K9 cop uses his dog to attack someone that they would have to file a “Use of Force Report”? I would LOVE to see what this lunatic wrote in his report. I’m going to guess that it was filled with lies, and somehow this corrupt department will remove his original report and will slip in a new one. Why that dog was even brought out of the truck is beyond me because the cops had the brutality victim sprawled out on the ground already.

          Reread the statement I made. there needs to be a list made by CITIZENS. Not government. A list by citizens of government Called the Terrorist Watch List. In other words, turn their tactics against us and use it against them. Putting these government scum on a list of terrorists. I’m not talking about putting muslims on some list merely because they are muslim. The real terrorists are these cops and governments who are pulling this shit against the people, their bosses. Assuming undelegated powers and disregarding our control over them.

            My apologies for my tone. I mis read you. A common mistake online I’m afraid but I apologise unreservedly.

            I would add that turning the surveillance against them is a good tactic also. They have more to hide than us after all. Witness how the cameras never seem to work whenever another of their false flag terrorist acts goes down. I have them at home, on my car and factory and office now and it’s amazing how much difference it makes to how cops especially do their jobs.
