North Carolina Man Detained by Berserk Deputy Records Revealing Conversation with Sheriff (Updated)

After 24 years as Onslow County Sheriff, Ed Brown figures he can pretty much say anything and get reelected, including the following statement he made in a full-page newspaper ad back in February.

“Those in the law enforcement profession have complete power of you, your life, your family, your loved ones, your rights, your freedom, your future and everything precious to life.”

It’s no wonder deputy Natalie Barber believed she could swipe two phones from Carlos Jamarillo’s family in a video that ended up going viral this week.

Barber claimed she was in fear for her life. The sheriff initially backed her up until public pressure forced him to take action.

But all he did was give her an additional six weeks of training when she probably needs six weeks of anger management, if not six weeks in the slammer for strong-arming phones from Jaramillo and his son, leaving his son with an injured hand.

In the above video, Jaramillo recorded a phone conversation between himself and the sheriff that reveals a lot about Brown’s personality and why so many people in that town fear him.

He faces a primary election on May 6 against an opponent named Hans Miller.

North Carolina is a one-party consent state, so Jaramillo was not breaking the law by recording him without consent.

UPDATE: The Onslow County district attorney announced this morning that Sheriff Brown lied when he tried to implicate sheriff candidate Hans Miller in an ongoing series of bomb threats where a teenager was arrested.

According to the Jacksonville Daily News:

“As district attorney it is my job to determine whether there exists credible evidence to support any allegation that Hans Miller or his campaign was in any way involved with the recent bomb threats,” Lee said. “I find there is absolutely no credible evidence to support such an allegation against Hans Miller or his campaign.”

Gerald Jackson, 18, was charged April 7 by the Onslow County Sheriff’s Office and Jacksonville Police Department.

“I must determine if there was a criminal violation when Sheriff Brown stated that he intended to release information, that he knew not to be credible, which would implicate Hans Miller or his campaign in the reacent bomb threats,” Lee said. “I do not condone the actions or words of Sheriff Brown during his phone call to Hans Miller … I find those actions and words to be unprofessional and to reflect unfavorably upon Sheriff Brown.”

Here is a transcript of Brown trying to intimidate Miller – which we now know is his standard method of operation – by threatening to tie him into the threats that had nothing to do with him.

According to the Jacksonville Daily News:

Miller: Hello Sheriff, this is Hans. How are you, sir?

Brown: I am doing great but I am disturbed.

Miller: Are we still speaking with each other?

Brown: Well, I don’t know, I mean I’m speaking with you but you know I think you probably won’t speak to me after I tell you this young man that done his bomb threats

Miller: Who is he?

Brown: Huh?

Miller: Who is he?

Brown: he says you put him up to it

Miller: Put him up to what?

Brown: Put him up to the bomb threats and I’m probably looking at doing a media release Monday on it. And I want to know if you want to be there to defend yourself.

Miller: Well, I will tell you the truth and, Ed, I will tell you I did not put him up to that. That is an allegation. If he makes that allegation he is a doggone liar.

Brown: Well that shouldn’t be strange, Hans. We’ve got liars around Onslow County. I listen to them every morning; I listen to them every morning on the radio.

Miller: And I hear them too and it bothers me because you know I just don’t like lies. Now we all know that an undercover operation is kind of a lie ‘cause when someone says ‘are you a cop’ you don’t answer ‘yes I’m a cop’ so that is, you know because we’re all …

Brown: What I’m going to do, I’m just going to call the media in, Hans, and let them listen to the man’s story. Let them decide whether it’s a lie or not and that’s my fault, matter of fact, uh …

    Your version of events can be submitted in writing on an official department complaint form, which at this point should already be filled out and filed, but only after being reviewed and approved by an attorney.
    A copy of the video and audio can also be sent to the Sheriff, but only if your attorney says that is what you should do and is appropriate at this point in time.
    Volunteer nothing to them unless you have to.

      I’m in Federal Court as we speak on a Title 18 law suit against my local PD, and the above is sound advice. Hopefully the Sheriff is a stand up guy, but don’t bet the rent money on it.

      Do what your attorney recommends and pursue this to the full extent of criminal and civil law. You want the officer(S) to suffer the maximum media exposure and penalties as is possible.     Record every encounter with da POlice always! When we were kids, Cops were respected and supposed to be fair & courteous…that fairy tale is over. It’s sad we have to teach our children not to trust anyone outside your immediate family, especially the Cops. But it’s reality. This Sheriff is only taking the time to talk with Carlos because of the public backlash and his upcoming election…The Sheriff’s request that “no more comments be made until they both speak in person” & the “Press Conference together” request only reinforces my feelings. If this had not been recorded, Carlos would be facing charges and the rogue Deputy would still be trampling citizens rights. I gues she will continue since she’s only getting the 6 week training course…hopefully her status as an officer will change. 1 down…thousands more to go.

      Summary of the rest: sheriff shitsack tries to convince CJ to come meet in person so he can look him straight in the eye to bullshit him some more, wear him down, and try to intimidate him into agreeing with sheriff’s office (non-)solution. This while trying to knock him off balance by implying that CJ missed an appointment, is not an honest upstanding citizen, etc. Completely creepy, unprofesional, and disturbing.

      I would hope this conversation could satisfy a claim of witness intimidation/tampering, but not sure if this meets any of the test criteria.

          After additional reflection, it occurs to me that the duration of this video is part of the message, albeit not immediately obvious, the fact that a publicly-paid jackoff is spending 15+ minutes on the taxpayers dime on his own damage-control-self-immolation is outrageous. Exactly whose time was he on? His own? Or sheriff budget? You got some ‘splainin’ to do browneye.

          In any event, I initially balked at the length as well. Understandable. I only listened to the whole thing because as audio, it was easier to listen to as background noise where a video would have sucked all my attention.

            haha Wow, a bit zealous are you? Well, I’m glad you have time to listen to 15 minute videos; and then other videos; and then other videos. Tell me: do you work? Or do your parents support you?

            The bottom line is this: not everyone has time to listen to everything that’s posted. So posting summaries and/or notes about where to skip in the video to get to the main part are helpful.

            But what’s the point of this and other web sites like it? Is it to amass a following of zealots, such as yourself, who read and listen to everything fully, and will not tolerate those who don’t? Or is it to get the word out as fully and broadly as possible, reaching as many different people as possible? I’d say it’s the latter.

            And, as such, not everyone has time to listen to lengthy videos. Some people have children, work full time, have other commitments, etc., etc. Not everyone can come to a web site and spend 15 minutes listening to a video.

            So if a person wants to reach as many people as possible, because he cares about the message getting out, then he’ll try to make the content accessible to all different kinds of people, with all different kinds of availabilities.

            On the other hand, if a person doesn’t care so much about the message getting out, but just cares about having some kind of a “club,” where only those who read and watch everything fully can participate, then that person would probably say and do pretty much what you said and did.

            But I’m not interested in being part of some club (I left that behind in high school). But I am interested in getting information about these issues and possibly sharing it with others. And, as such, having the information be accessible is what’s important.

    WELL: this is certainly a moral dilemma. As much as your first instinct might be to give the Sheriff the benefit of the doubt, in the back of your mind it’s “I wonder what he’s up to ?” These people have made a career out of how to run interference and neutralize the opposition (YOU).
    The deputy obviously felt comfortable that she could act with the full support and approval of her boss. The Sheriff is the person who will ultimately bear LEGAL responsibility for her in a law suit. You need to keep this in mind: With Law Enforcement not getting caught is the moral equivalent to telling the truth

    Which makes me wonder why he didn’t come completely unhinged when he saw the video, since her core values are way, way off.

Brown calls a Hans Miller, who is running against him for sheriff. Claims that a suspect being held for making a rash of bomb threat phone calls has indicated that Mr Miller put him up to it. Brown threatens to release the recordings of the interrogation to the press. (so “police procedure” like of him)

      That’s a chilling conversation. I don’t know all the details of this campaign for sheriff, but it does sound like a veiled threat against Miller. This looks like down south “Good Old Boy” politics . Just a brief connection of the dots does look like what LEO’s do best when they are up against it: They revert to kind and pull up all the tricks of intimidation that they are experts in. Miller is out of his pay grade in this area.

    The sheriff has lost credibility with regard to his reason for the suggested meeting. His department has acted unprofessionally and possibly criminally twice. First the original assault on a minor and theft of a phone. Second when given a chance the resolve the incident professionally and with an eye towards justice they chose instead to try and make the complaint go away. If a citizen was alleged to have assaulted a deputy I’m sure the response wouldn’t be we may get back to you by Wednesday. Then when the deputy’s supervisor finally responded he dismissed the complaint as invalid when a cursory viewing of the video shows that the complaint is valid. In both cases this sheriffs office has shown only malfeasance. Why does this sheriff want to meet in person? Given this sheriff’s offices action thus far, one can only assume that people who suggest “intimidation” are correct. The correct response for this sheriff would be the immediate termination of the deputy and then her criminal prosecution to hopefully prevent her from ever being a “peace officer” again. The only reason the sheriff want to resolve this issue now is all the publicity surrounding the incident. Tell the sheriff that you prefer to talk on the phone and have the conversation streamed live to the internet. That might intimidate this clown enough to make him act in furtherance of justice.

    The Deputy was wrong in what she did. This is not the first time she has went off on someone. I am referring to the jail incident. When I win the election in November I will make sure that all my deputies are trained in the job they are doing. I have a big job ahead of me and that is repairing the reputation of the Onslow County Sheriff’s nationally things like this should never happen. It’s Time for a change and I plan on making that happen.

      If you’re the real deal, scotty, you’re most welcome here and have the opportunity to be a REAL pioneer in law enforcement reform in onslow county. Be aware, that there aren’t many sheep here and a whole lot of experience with so-called LEOs, far too many of whom turn out, in fact and deed, to be serial criminals masquerading as police.

      Your feet will be held to the fire of accountability, rule of law, and transparency. If you’re sincere about protecting and serving, you should see PINAC as your best friend. Don’t be discouraged, though, if you find a lot of spears thrown your way.

      If you’re looking to curry favor from american voters, you’d do well to clean the criminals and misfits OUT of law enforcement as first and ongoing priority.

        A day latter and still nothing on the campaign’s FB page. Oh well the Hans Miller FB page is no better. His response to questions about this, was a typical Politician mishmash, which translated to he would cover it up too, but will an internal review board to do so.

        As a veteran law enforcement officer and former agency head, I understand that all stories, especially complaints, have several sides. In the case of this deputy, I do not have sufficient evidence or knowledge of this matter to appropriately address this case. However, I think this gives the public a good opportunity for discussion on making sure that both citizens and law enforcement officials know and understand the laws of their state. I assure the community that under my administration, deputies, detention officers, and support staff will be adequately trained before starting work. That training will continue throughout their careers in the proper handling of these types of situations. Again, I stress the importance for the public to know that it would be irresponsible for me to comment on a legal situation when I do not have all the facts surrounding that incident. I would like to take this opportunity to inform the citizens that the new Sheriff’s Office will have an Office of Professional Standards (OPS). The responsibility of this unit will be to review citizen complaints for policy violations. If during the course of the investigation it is discovered that a crime may have occurred, then I will promptly request an independent review of the possible criminal actions. OPS will then submit a summary of findings and recommendation of action to the sheriff. After OPS’s investigation and report, it will then be the decision of the sheriff to approve or modify the recommendation of action based on the report.”

    To put the proper spin on this saga , the next step will be for the sheriff and deputy to play the victims, such as the “Officer Safety” B.S. tagline or he lied because it was an on going investigation.

    Important: By talking on the phone or voluntarily going to the police station to ‘give your side of the story’ they do not have to mirandize you before using anything you say as evidence against you. Avoid fishing trips if you are a fish.

    The context is that a deputy USED a false claim to cover up civil rights abuses. She focused on phones with cameras, she threatened to take everyone in for violating her order not to record, then when she was forced to make an excuse she heinously said she feared for her life. That last part is a mistake, because if an officer has a legitimate fear for her life, shouldn’t she be drawing her gun? Now if she just feared for her safety, doesn’t she have to articulate it with facts in the report? Anyway, it is clear this is a color of law violation. Do not make any agreements in your meeting unless it is real repercussions for both deputy and supervisor.

    Here is my main concern if in fact the retaining of this deputy actually works, and she becomes a model LEO; Because she lied in this report, she will no longer have any credibility in court. Any defense attorney worth his salt, will use this to impeach any testimony she may ever give. If she lied in this “Official” report who could say she is not lying again, in a new case. If I was the DA I would throw out any case she might be evolved in, so as not to waste their or the court’s time.

    If this idiot Sheriff does not know the right thing to do with this deputy, then he needs to be turfed out. Period.
