Video Surfaces of Dallas Cop Threatening 14-year-old boy: ‘I’ll Break Your Fucking Neck’

A video has surfaced showing one of Dallas’ finest terrorizing a 14-year-old boy by threatening to break his “fucking neck” if he didn’t “shut the fuck up” in what the officer is referring to as round of “verbal judo.”

The confrontation occurred when Officer Terigi Rossi and his partner, Cpl. Stacy Ward were responding to a 911 hang-up call in North Dallas on the afternoon of October 1, 2014.  According to the police report, when officers knocked on the door of the alleged 911 caller, no one initially answered the door.  After a short period of time a woman finally opened the door, who Rossi claims was “combative” and subsequently placed her in hand cuffs.

However, his partner’s statement said nothing about anyone being combative.  In her statement, she states that the woman admitted to calling 911 because her car was towed, presumably against her wishes, but hung up after she thought the conversation was over.

Nonetheless, the video below shows the officers walking the woman to the squad car as her 14-year-old stepson follows while smartly recording the entire incident on his cell phone.  After Rossi notices the boy paying close attention to the scene, he issues his first threat:

“Don’t look at her.  Look at me, cause then I’ll take you downtown, then you gotta talk, then you’re gonna go to the foster care. Okay.  I need to know what happened here because right now she’s going to jail.”

Rossi’s threat was completely unfounded as no one went to jail that day.  But that didn’t stop this wannabe mobster with a badge from using a disturbing form of intimidation in an attempt to get the kid to presumably rat on his step mother.

“Nothing happened’ the boy states

Rossi then asks why she told the boy to “shut up.”

“She’s telling you to shut up.” the boy responded.

This clearly struck a nerve in the 26-year veteran officer and after which he went full Godfather:

“No, she’s telling you to shut up. I understand Spanish. OK, believe it or not, I went to school.

I understand Spanish. I’m not stupid. So you want to lie to me, too?

Look at me when you talk to me. OK, be a man.”

The boy then tells the officer to remove his sunglasses and look him in the eye.

Rossi leans in, telling the boy:  “If I were you, son, I’d shut the fuck up, cause I’ll break your fucking neck. You understand me?”

Rossi tells the boy that he’s under arrest.

The boy asks why, telling the officer not to touch him and breaks away from the officers grasp

“I’m telling you right now, Get the fuck  over  here! Listen to me!” Rossi instructs the fleeing teen.  “You’re just like your mother.  You’re a piece of f***ing s***.
You little [expletive].”

“I’m telling you right now, Get the fuck over here! Listen to me!” Rossi instructs the boy.
“You’re just like your mother. You’re a piece of fucking shit…”

Ironically, Rossi wrote in his police report that after the boy saw his step mother being placed into the back of a squad car, that he began to cry.  He further states that he consoled the boy by putting his arm around him, conveniently omitting the part where he threatened to paralyze the boy before sending him into the foster care system.

After the video surfaced and he was questioned by internal affairs, he conceded that he was using “verbal judo” to get information from the teen.  Rossi claimed he used the disturbing profanity to “gain control of the situation,” which appeared to be completely under control.

Eventually a supervisor was called to the scene and was able to determine that no crimes were committed (except harassment and assault by his underling), and released the mother and boy from detainment.

Rossi is not currently offering up any statements regarding his behavior, however he has allowed the Dallas Fraternal Order of Police to speak on his behalf.  The very same organization who wrote the pathetic ‘right to record’ policy for the Dallas PD, and were the masterminds behind failed the anti-copwatch bill paraded out by their governmental mouthpiece, Rep. Jason Villalba.

“He realizes he made a mistake,” said Richard Todd, the union’s president. “He said something he shouldn’t have said. He does say he wishes he had a body camera so that everything that happened before could have been recorded. Basically, the kid got under his skin and he said something he shouldn’t have said.”

Officer Terigi Rossi was a star in the hit TV show, Dallas Swat, until he was relieved of his prestigious position after he was caught sleeping on the job nearly two years ago.  Rossi was also caught parking in a no parking zone while he visited a local pizza shop.  Apparently, he “didn’t see the sign.”

Fear not, the Dallas PD have investigated this incident and found Rossi is still fit to wear the badge.  After a brief suspension, he is back to work, trolling the same streets where this very incident occurred.
