A New York City police officer who was speeding against traffic in the opposite lane when he struck a cyclist last month was so concerned for the victim that he hopped out of the squad car and handed the cyclist a tissue before speeding off again.

Now Louis Ramos is being charged with assault, reckless driving and leaving the scene of the accident.

The incident probably would not have come to light had it not been for a security surveillance video that caught it on tape.

Ramos and his partner, Paris Anderson, who assisted Ramos in dragging the 61-year-old victim to the curb, have been suspended without pay.
